Blue House River Valley applies a Reggio Emilia-inspired approach to early childhood learning. It welcomes children from 18 months to 6 years old and views each child as a citizen with rights. Educators act as co-learners and guides, tailoring routines in consultation with parents. Learning emphasizes discovery and wonder at the child's own pace, and children are encouraged to express their knowledge through writing, art, music, or technology.

Blue House International’s River Valley (Jalan Mutiara) campus serves children 18 months–6 years in a homelike, two-storey setting near Great World City and Fort Canning Hill. The school is Reggio Emilia–inspired, with an emergent, bilingual Mandarin–English curriculum delivered by Mandarin and English educators working together. Children learn in curated indoor and outdoor Ateliers and Piazzas, with published educator-to-child ratios from 1:6 (Playgroup) to 1:10 (Kindergarten). Programmes run half-day or full-day, and 2025 fees are S$1,915–S$2,308 per month before GST. The campus connects with the wider Blue House community’s specialist offerings such as Discover Music and resident artist collaborations. Daily routines, naps, and meals are flexibly arranged in consultation with families. The academic calendar highlights closure days, celebration days, and parent events specific to Jalan Mutiara.
