IBSH began as the Bilingual Department of National Experimental High School (NEHS) at the Hsinchu Science Park, created to serve the children of Science Park employees and researchers. NEHS was established in 1983 by the Ministry of Education with the involvement of the National Science Council and park administration. The Bilingual Department was renamed the International Bilingual School at Hsinchu Science Park before the 2008-2009 school year after a visit from the Western Association of Schools and Colleges in spring 2008. In 2011, IBSH earned accreditation from the Western Association of Schools and Colleges, confirming its Western-style college-preparatory program. IBSH is jointly overseen by the Ministry of Education and the National Science Council and operates on the NEHS campus for grades 1–12, with its own classrooms while sharing facilities with NEHS.
IBSH is a bilingual and bicultural community hosted on the NEHS campus, with Mandarin language study required for all grades and English-language instruction supporting a Western-style college-preparatory pathway. It emphasizes inter-departmental activities that connect IBSH with NEHS, including sports competitions, cultural assemblies, and joint clubs to foster cross-cultural communication. Students participate in extensive after-school programs and clubs, such as Model United Nations, World Scholars Cup, Global Issues Network, UNICEF, Key Club, InterAct, Robotics Club, National Honor Society, Student Council, Fitness Club, Paw Print, and Yearbook. Athletics are active across grade levels, with a field of annual events like Field Day contributing to school life on the campus.
IBSH maintains an active Parent-Teacher Association that coordinates parent involvement and communication with the school. A flagship annual event is the PTA Open House, which provides a structured time for homeroom and subject teachers to meet with parents; the 2025 Open House is scheduled for September 20, 2025, with an agenda including a general discussion with the Principal and Dean. The school posts the Open House schedule and invitations, including guidelines and locations. Parents can book personal meetings with teachers through the PTA Open Hour booking system (November 18–24, 2025). PTA communications include invitations and guidelines for schedules and attendance, and offer access to the Open Hour booking system for parent-teacher conversations.
