Victory Heights Primary School operates in Dubai, United Arab Emirates, with two campuses: VHPS Dubai Sports City in Dubailand and VHPS City of Arabia in City of Arabia, also in Dubailand. The Dubai Sports City campus sits in the Sports City community, while the City of Arabia campus is located in the City of Arabia development with good road links to surrounding communities. The VHPS family includes a nursery and multiple school sites within the same group.
VHPS provides education from Foundation Stage (FS1 and FS2) through Year 6. FS follows the Early Years Foundation Stage framework, and the primary years cover Key Stage 1 and Key Stage 2 under the UK National Curriculum.
VHPS is a co-educational, day school. It operates as a British-curriculum school with campuses in Dubai Sports City and City of Arabia.
VHPS has an Inclusion Team that offers additional support for students with Special Educational Needs and for those with English as an additional language. Support includes in-class assistance, targeted maths, literacy and phonics interventions, social-emotional groups, and access to pastoral care.
The school follows the UK National Curriculum (UK curriculum). It is a UK-curriculum British-international school based in Dubai, UAE.
There is no formal religious affiliation; Islamic Education is taught as part of the UAE curriculum, and the school operates within the UAE context that includes Islamic and Emirati cultural content.
School start times vary by year group: FS1 drop-off from 7:40 am, FS2 from 8:00 am, and KS1/KS2 from 7:30 am (students to classroom by 7:55 am). On Monday–Thursday, FS1 finishes at 1:15 pm, FS2 at 1:45 pm, KS1 and KS2 around 3:00–3:10 pm. Friday finishes are earlier: FS1 at 11:00 am, FS2 at 11:15 am, KS1/KS2 at 11:30–11:40 am. After-school enrichment runs 3:00–3:45 pm and 3:45–4:30 pm (Mon–Thu), with a 12:00–1:30 pm option on Friday.
VHPS provides a school bus service with routes covering multiple areas around Dubai. A female bus assistant is provided on each bus. Routes include areas such as Arabian Ranches, Dubai Marina, Sport City, JVC, Town Square, and other surrounding communities, with annual fees per area.

Application, Enrollment and Re-enrolment Fees
- Application Fee: AED 525 (one-time, non-refundable).
- Enrolment Fee (new students): 10% of the annual tuition fee; non-refundable deposit, deducted from the first term's tuition. Example amounts are set by year group (e.g., Foundation 1 AED 4,015; Foundation 2 AED 4,378; Year 1 AED 4,743; Year 6 AED 5,473).
- Re-enrolment Fee (existing students): 5% of the annual tuition fee; non-refundable deposit, deducted from Term 1 tuition for the next academic year. Re-enrolment payment deadline is specified in the fee schedule.
Medical Fee and Discounts
- Medical Fee: AED 525 per academic year (optional, non-refundable).
- Sibling Discount: AED 1,000 discount applies from the third child onwards.
- Emirati Discount: 30% discount on the tuition fee for the youngest Emirati sibling.
Billing Schedule and Payment Terms
- Term due dates for the 2025/2026 schedule: Term 1 due 25 August 2025; Term 2 due 05 January 2026; Term 3 due 06 April 2026. Fees must be paid by the relevant due dates.
- Accepted payment methods: UAE-issued debit/credit card, bank transfer, or cheque payable to ‘Victory Heights Primary School LLC'. Cheque and bank transfer payments must be made a minimum of 5 working days prior to the relevant due date to allow funds to clear.
- All fees include 5% VAT where applicable. Cheques/transfers must clear by the due date.
- Consequences of late or non-payment: the school may withhold admission, exclude a student, withhold reports or certificates, and ultimately forfeit the student's place after continued non-payment; exclusion can lead to withdrawal if unresolved.
Other Charges and Exclusions
- Tuition fees are exclusive of transport, school uniforms, food services, field trips, additional after‑school/extra‑curricular activities/clubs, holiday camps, and any English language or Special Needs learning support. Charges for these services are billed separately. Learning Enhancement (LE), English as an Additional Language (EAL) support, and one‑to‑one (shadow teacher) support will be charged in addition to tuition where required and agreed with school management.
Refunds and Withdrawal
- Application Fee, Enrolment Fee and Re‑Enrolment Fee are non‑refundable.
- Tuition fee refunds follow Ministry of Education / Federal Law No. (28) for Private Education rules as set out by the school:
- If a student withdraws before the start of the academic year, the balance of the first term's fees paid will be refunded, except for the Application and Enrolment Fees.
- If a student withdraws during the school year, charges are applied as follows: if attending two weeks or less, one full month's fee is charged; if more than two weeks but less than one month, two full month's fees are charged; if more than one month, the entire term's fees are charged. The monthly fee value is calculated by dividing the total annual tuition fees by ten. Charges for books and uniforms are not refundable; bus fees are refundable under the same withdrawal conditions where applicable. There are no other refunds except as stated.
Additional Payment Conditions
- Parents remain liable for fees even when a third party (employer, guardian) agrees to pay; the parent must ensure prompt payment.
- Fee payments are not accepted until the KHDA parent contract for the relevant academic year has been signed.
- The school reserves the right to change the fee schedule and terms subject to KHDA approval; the latest fee schedule in effect will take precedence.
The school roll comprises students from many nationalities. In the 2023–2024 KHDA inspection, the school had 1,006 students, with 2 Emirati students; the largest national group was from the United Kingdom.
